DOE/NNSA Issues RFP For LANL Management & Operating Contract

DOE/NNSA News:

DOE/NNSA issued today the solicitation/Request for Proposal (RFP) for a full and open competition for the management and operating (M&O) contract for Los Alamos National Laboratory (LANL).

In May 2016, NNSA extended the period of performance of the LANL M&O contractor, Los Alamos National Security, LLC (LANS), through Sept. 30, 2018. The pursuit of a full-and-open competition will provide the Department the best opportunity for improving the terms and conditions of the contract to incentivize mission performance and cost savings for the taxpayer.

This competition also provides the Department the opportunity to incorporate recommendations from Congressionally-directed studies and evaluations of the governance, efficiency, and effectiveness of the Department’s NNSA Laboratories and other sites.

June 27, 2017, NNSA issued a public notice to alert potential offerors that a full and open competition was forthcoming. July 12, 2017, NNSA posted draft RFP documents to obtain industry feedback. 

NNSA has finalized its acquisition strategy. The solicitation/RFP will be posted on the Government-wide Point of Entry—FedBizOpps (https://www.fbo.gov/), FedConnect (https://www.fedconnect.net/ Fedconnect/), and NNSA’s LANL competition website https://nnsa.energy.gov/ aboutus/ouroperations/apm/ majcontrsolicitation/los- alamos-national-laboratory- management-and.

The RFP addresses recommendations submitted by local communities and the New Mexico Delegation including employment protections for current employees, continued support of community commitments, support for Northern New Mexico small businesses, and continued support of technology transfer and regional university and educational partnerships.

We, through our RFP, will continue to be a constructive partner with all current stakeholders, including but not limited to, State, local, Federal, and tribal stakeholders. There will be a number of milestones throughout the process from issuing the public notice of the forthcoming competition to awarding the contract, and we will keep you informed of the major milestones along the way.
